To the Ottoman Empire,
I would be most obligied if a representative of the Ottoman Empire would make the visit to Persia. I belive we have several things to talk about, and would be most obligied if you would attend. On the itinery for the meeting the two main topics will be the discussion of; Oil and the rising importance of it, as well as the security of the Middle East and the surronding areas.

I think we need to agree on free movement of non-military trade goods across each other's borders.

Persia will agree to this clause. We suggest all signing me left till all issues are dicused, at which point and offical treaty can be drawn up.
We also propose the consturction of a railroad and road system to link all major provinces with one another. This will allow for the quick transpotation of men and materials across the nations. In addition, it will provide railway systems for each nation to access.
Pending the approval or disapproval of the above clause, we would also like to bring up the protection of borders. With powers clashing, we must discuss what nations pose threats to the Middle East. Persia personally thinks well of the nation of Russia, and belives them to to be a respectfull and well run nation. We belive Russia is a friend to the Middle East. However, other outside powers in the area might not be so kind. Feelings?

Offical Treaty (Will be updated after anymore suggestions)
1) Right of Passage in any of the M.E.T.A countries.
2) Railway network joined up to improve trade and overall industry.
3) Mutual Protection Act

Seeing as this is a trade alliance i reckon all nations here should try to join the Moscow Pact what the rest of you think? Also this means leaving other military pacts if you in any.

With all due respect to the Ottoman Empire I have reservations about joing the Moscow Pact. I am afraid that it will get us embroiled in the current European conflict.
As for economic suggestions I would like to propose the free use of ports by trade vessels.
