The Ottomans would like to strenghten the Middle East by uniting its two major powers in the region.
Persia would also have many trade options open to them if they accept.

To Italy,
For some time we have desired an alliance with the Ottoman Empire. While we will be excepting the alliance, Persia will not be involving itself in operations in Eastern-Europe. If you feel that Italy is no longer able to construct the ships we have requested, we shall pay you for all ships that have been constructed as of now, and give you a small monetary supplement for the time you spent preparing the other ships for construction.

We accept this proposal of an alliance. However, we must be somewhat selective in operations involving the current conflict. At this time, Persia will be unable to assit in any operations against the nation of Italy, as we respect the Italians soverginty, and have no desire to make attacks against it. We fully understand your postion but we have never had any intention of pulling you into any conflicts but only in strengthing the Middle East.

With our newfound alliance, would it be possible for you to supply us with rifles and machine guns. At the moment not all of our forces have the privliage of opperating new rifles, some using rifles dating as far back as 1901.

Sure no problem.
We will begin production immediately and to show our goodwill they are free of any charges. The Rifles and MG's are both of Russian design by the way.

First Shipment of Mosin Rifles and Maxim MG's has been completed by the Ottoman Empire for the Persians.
This will be transported to the border where it can be taken by the Persian military for distribution.
