The Ottoman Empire asks if its invitation is still open in the Berlin Pact after its surrounding neighbours Russia, Persia and Bulgaria have joined. Also it asks the neighbouring countries in question will disreguard previous hostilities and rivalres and back the Ottomans joining the Berlin Pact.

Seeing as having Turkey is somewhat in russias interests, we withdraw our objections.

Indonesia sends some 10 tons of rubber to Russia, in good will. Political leaders hope this will lead to better negotiations, and perhaps some mainforce rifles too.

Russia will provide Indonesia with Mosin rifles for the army in exchange for allowing Russian companies to exploit some of the rubber.

To avoid conflict in the Berlin Pact; Japan is being warned that if they continue to threat Russia; Japan will be disscontinued as a member of the Berlin Pact. There will be no fighting between two allies.
Bulgaria is accepted
Ottoman Empire is denied
Mexico is denied (OOC: the berlin pact is getting too big)

Indonesia will allow russian companies to move into indonesia and exploit rubber deposits. Russia is to be aware that all russian workers and companies in indonesia will be treated as citizens, therefore will be taxed, and be made to stand by indonesian laws, but also be able to vote. The Republic wishes to use the Mosin as a base for an Indonesian rifle, and to edge the russians a bit more to a favorable position, a single ton of the most exquisite seafoods available is sent.
