OOC:
If you didn't know, Indonesia has a favorable amount of rubber it is willing to export, while at the same time having oil available offshore, although technology to get to the oil doesen't exist yet

Norway believes by joining this pact(if allowed), will be mutually beneficial through protection and military aid to Norway itself, and the other countries of this alliance pact. Please consider accepting Norway into the Berlin Pact. We welcome you to the Berlin Pact. You are also welcomed. Declined; Belgium is a close ally with Germany and is in the Berlin Pact.

Indonesia unfortunately, needs a jumpstart to the economy, and giving away sumatra or java is no way to do this. The Republic is willing to set a price-per-ton system, so that indonesia may have money flowing in continually, and so that Japan will have advanced weaponry rolling off the assembly lines continually. Giving an island is a short term benefit, as the island would eventually rebel. It would only shortly benefit indonesia, and japan. An exportation should be the ace here, as it will last as long as it may, and will give both countries more then it would before.

We can send Indonesia about 1,000 Colt-Browning Model 1895 7.65mm machine-guns as a sign of good will. They were replaced by 7.62mm weapons and it is easier for logistics to get rid of them. 7.65mm ammunition supplies will also be sent.

Persia would like to join the Berlin Pact, but would require military supply aid as the Persian army does not have the most advanced military.
