With the conflict in Europe arising, Belgium sees it neccesary to protect our colonial claims. As such, the 3,000 military personell currently in Congo shall begin recruiting natives to the soon to be Belgium Foriegn Legions. Offering food, pay, and women, the Belgium Foriegn Legions will be promoted as a way to escape the menial life of a Congo native.
As such, factories will need to be enhanced. Working with the few Belgium engineers in country, industrial factories will be modified to allow for the production of firearms in lay of tools.
The first batch of recruits, an experimental 10,000 men will begin training immeditatley. Recruits will be trained in the Belgium fashion, emphasizing quality over quanitiy. However, Belgium officers are begining to realzie the same tactics will pherhaps not work on the fields of Africa. With a shortage of horses, the Foriegn Legions will have a mere calvary of 1,000 men, if even that many horses can be rounded up.
OCC: Of course, no one knows Calvary sucks ass.

Conscription of an army of at least 3 million men is suggested, as to provide at least a sizable front line force. With the natives of Congo use to living off the land, logistic forces are expected to be much lower then that of the civilized people of Belgium /end

OOC: On a side note, you really wouldn't find that many Congolians loyal to you. The vast Majority of them would hate you because you're their occupiers. You might be able to bribe a couple hundred thousand; but even then they wouldn't be effective enough to fight on the front lines.

But the African Natives your conscirpting will be completely untrained i would imagined. It would take a long time to train them. And before you probably train half War will probably have already erupted.

OCC: Yes, they would be unloyal to me. However, as stated in my first post, all those that join will be granted a fair share of money (Belgium currency will go a long way in Africa), and for most, the conditions the army will place them in will be far better off then there current living conditions. Seeing as unlike most nations, I don't have a tremendous population, I am going to pay rather large attention to Congo. For most nations, they control so much land and have a large enough population, doing this would not be profitable.
I intend to emblish upon this, and should war errupt, plan to include a fair share of deserters.

With Zoning Law 00984 passed today by the goverment of Belgium, massive housing projects have begun being constructed. For every soldier that fights, 2 guests will be granted living quarters in a section of the housing development. For larger families, larger rooms are avaliable, provided 2 men enlist in the Forigen Legions.
Belgium will also be allowing a Congo advisor to govern the nation of Congo, and Belgium shall simply over-view the said governor.

OOC: Actually i thought Congo was one of the Colonies that felt they were well off. If i recall correctly the Congans didn't want independance until years after the second world war, and before that they had been fiercely patriotic to the Belgians. Learned the Language, Sang their Songs, Waved their Flag alot, you know the stuff Colonies are supposed to do
