The Ottoman Empire is going to host the first Middle East Trading Alliance Conference in the City of Instanbul.
All M.E.T.A members are expected of course.
Also Great Britain is asked to attend to state its case for joining M.E.T.A

The Treaty of Tehran
We the gathered bodies, Afganhistan, Arabia, the Ottoman Empire, and Persia herby pledge support to the Middle Eastern Trading Alliance, and agree to the following;
Article One: All M.E.T.A countries are granted right of passage through any other M.E.T.A countries.
Article Two: A Railway network linking all M.E.T.A countries shall be constructed -- an inter-regional railroad.
Article Three: Mutual Protection Act; All nations pledge support to any other M.E.T.A nations concerning defensive operatations. M.E.T.A. nations are in no way bound to other nations offensive campaigns.
Article Four: Open Ports for M.E.T.A. signatories shall be provided.

OCC: I'm postive Arabia and Afghanistan won't mind. Lets get this show on the road.
IC: The Shah himself entered the room, along with the Arabian and Afghani represntatives. The shah had much to speak to with the British representative, and in a show of respect had made the journey himself. Of course, Persia had called ahead to the Ottomans, and he was sure the Ottomans had all protection needed in place.

The British Diplomat takes the stand. "As you know" started The Diplomat " All members are in the META are of required to have presence in the Middle East. Britain though maybe not as big as Persia's, Saudi Arabia's, or the Ottoman Empire's presence but Britain does hold a presence in the Mid-East. We hold the Aben Protectrate. And as is know Britain does an amount of trade with this countries in the META. He stops from a secon then starts again. " The British Empire borders all of the Coutnries in the META. That gives us considerable influence in the affairs of the META whether in it or not. I think an action to add Britain to the META would be of great service to it and power to the META. It could help in the talks with Afganistan of the increasing number of Afgans that sneak into British controlled Pakistan. Thank you for your time." The British diplomat returns to his seat.

That was a wonderful speech, however some concerns have been expressed. I believe that since Persia was to bring them to our attention, it is only appropriate that they should be the ones to address them. I would like to cede the floor to the honorable Shah of Persia.

Nodding to the Afghani diplomat, the shah rises.
The reprentative from the likewise honorable nation of Afghanistan is completely correct. If you'll direct your attention to the map of India you each will have at your desks.
As you can see on the provided maps, the vast majority of the upper area of India is comprised mainly of people of the Muslium faith. It troubles us that such a people are forced to live with the poloythistic Indians. It mocks our faith that they are forced to linger with them. It is no secret the relationship between Musliums and Indians are strained. Persia, along with fellow members of the M.E.T.A. proposes we work to fix this problem.
There are two choices at hand. The more controled option would be the re-settlement of the Musliums throughout the M.E.T.A. states. No doubt most will travel to Afghanistan or Persia, but I have no question in my mind as to if some will travel to Arabia and the Ottoman Empire as well.
The second, more complicated option would be the creation of a new Islamic state. This would be both more costly and complicated, but it would be rewarding for all involved parties as well. We hope you shall consider these concepts. The mere tension that would be releaved would be benficial for the British, allowing their attention to more important matters.

The Ottoman Diplomatt stands....
It is the Ottoman Empires belief that although the new Islamic State idea was our own that this nation can only bring conflict between the religions in the area, why should hindus move from their homes I ask you?
Therefore we offer the Islamic followers in India citizenship in the great Ottoman Empire where they are among their peers. No-one in India is being asked to move but the offer stands and it stops Hindus having to move from their homes to appease the Muslim populace.
The Ottoman Diplomat stands down.

The British Diplomat rises up from his spot " It is true that Hindu-Islamic relations in British controlled India are strained. We have been looking for a fix to the problem. It think the best solution is to combine both of the solutions. We we allow the Muslims in India will allow some to resettle in the Islamic META countries, but those who remain will be put into a designated region specifically for those Muslims while Britain prepares to set up a new Islamic state. it should take around 15 years to prepare it and after that any Muslims who wish to go back to that area may of course do so. But until then We shall only begin the first reccomendation that the Persian Diplomat gave.

The Afghan delegate listens intently, jotting down notes from the other speakers. He considers them, and finally closes his notebook and stands. After being recognized he speaks.
"Britian is correct, that it will take over a decade to properly develop an Islamic state. Persia is also correct however that it will take an imidiate group effort to create such a state. So here is what I propose. We set aside a region to be jointly managed by all META nations for 15 years. During these 15 years we will establish infrastructure, set up a constitution and legal system as well as develop a military for the region. After this 15 year establisment period the nation will be given it's independence and membership it META."

Weeks had gone by, filled with bickering though nothing substansial had happened. The Afghan representive recalled the meeting.
It is time to get back to the pressing issue. The status of British membership into META, and the conditions of such a membership, specifically the treatment of Muslims in Northern British controled India. I believe, that as a matter of courtesy and friendship the representive from Great Britian has the floor.

The Britaish Diplomat retakes the floor. "Okay we will agree to help create a new Islamic nation with the other META under some conditions.
1. Britain must be allowed ot create any META Railways or Ports
2. Any British Companies wishing to do business in any META must do those with little regulation.
3. The NEw islamic State must bee Allied to all META nations for a least five years
4.The Leader of the New Islamic State leaders must be British approved.
5. The New Islamic State must submit some aid (preferably militarily) whenever requested.
We wish to have these points addressed. It is possible we could tolerate only having three of these points." The diplomat waits for the response.
